Tecumseh Town Council is meeting beginning at 5:30pm beginning with a meeting of the Personnel Committee.
Administration is presenting a recommendation to maintain the policy currently in place stating that members of the public who will have a sustained presence in the building, particularly for internal or Council meetings and for undertaking service delivery to the public, will be required to be vaccinated for the COVID-19 virus. Regular customer service will be maintained for all individuals seeking counter service, such as bill payment and permit inquiries as the plexiglas barriers provides protection for staff.

At 6:15pm there is a public meeting to consider feedback regarding a rezoning at 165 Chene Street. There is currently a commercial auto shop as an accessory use to the building. It is proposed to designate the property as a site-specific “Residential Zone 3 (R3)” in order to: a) remove the currently permitted use of an automobile body repair garage in accordance with Condition 5 of Consent Application B-13-21; and b) establish regulations that would permit up to 46.4 square metres (500 square feet) of the existing 230.6 square metre (2,485 square foot) detached accessory structure to be used for a limited range of commercial uses; and rezoning the southern 868.6 square metre (9,350 square foot) portion of 165 Chene Street from “Residential Zone 3 (R3-3)” to a revised “Residential Zone 3 (R3-3)” in order to: a)remove the currently permitted use of an automobile body repair garage in accordance with Condition 5 of Consent Application B-13-21; and to b) establish a maximum lot coverage of 40% to facilitate the construction of one single-unit dwelling. 1. Chief Administrative Officer
a. CAO-2021-17 Approval of Community Safety Well-Being Plan. Administration recommends that Council authorize Essex County Council to approve the Windsor Essex Regional Community Safety and Well-Being Plan and any subsequent reports as required, on behalf of the Town of Tecumseh.
2. Corporate Services & Clerk
a. CS-2021-28 Request for Noise By-Law Exemption - County of Essex Construction Activities on County Road 42. Administration is recommending that the County of Essex be granted an exemption from the Town’s Emission of Sounds By-law No. 2002-07, as amended, commencing March 1, 2022 through to November 30, 2022 during the hours of 8:00 pm to 7:00 am to facilitate construction works on County Road 42 from County Road 19 to the City of Windsor border. Construction would still be prohibited between the hours of 8:00 pm and 7:00 am in all residential, agricultural and commercial areas.
b. CS-2021-31 2022 Municipal and School Board Elections Method of Voting. Administration recommends that Internet and Telephone voting be approved for the 2022 Municipal and School Board Elections and that the Clerk prepare a by-law to authorize the alternate voting method in accordance with Section 42(1b) of the Municipal Elections Act, 1996, S.O, 1996 c.32.
c. CS-2021-32 Business Process Optimization Review. Administration recommends that a $25,000 allocation in the Clerks Department 2021 Operating budget under Professional Fee – Other be applied to the Clerks Services Business Optimization Review Project. The Business Process Optimization Review has been awarded to WSCS Consulting Inc. and the project will be kicked off shortly with a completion expected in two to three months.
3. Fire Services
a. FIRE-2021-07 Firefighter Radio Enhancements. Administration recommends that additional funding in the amount of $9,360 (excluding HST) be referred to 2022 budget deliberations as part of the Community Safety operating budget under Contract Services to support the assignment of radios to all firefighters and to extend of radio service airtime until the radio fleet replacement in 2023.
4. Parks & Recreation Services
a. PRS-2021-14 Strategic Master Plan for Parks and Recreation Services, 5 Year Update Adoption. Administration presents the Strategic Master Plan for Parks and Recoreation Services 5 Year Review, recommends its adoption, and recommends that Administration be directed to include operation and capital development initiatives in future municipal forecasts for council consideration. b. PRS-2021-16 Tecumseh Special Events - 2022. Administration recommends that the Town’s 100th Anniversary Celebration be planned for July 2022 as the Town’s major event for 2022 in place of the Tecumseh Corn Festival, with consideration of costs referred to the 2022 budget deliberations, with the Tecumseh Corn Festival returning in 2023, with consideration for resuming the event during the 2023 budget deliberations.
5. Planning & Building Services
a. PBS-2021-47 Financial Incentive Program Grant Application - Tecumseh Road Main Street Community Improvement Plan - 12300 Tecumseh Road - Planning Design and Architectural Grant Program and Residential Grant Program. This report is not ready yet.
b. PBS-2021-48 Financial Incentive Program Grant Application - Tecumseh Road Main Street Community Improvement Plan - 1222 Lesperance Road - Building Facade Improvement Grant Program - Parking Area Improvement Grant Program. Administration recommends approval of a Building Façade Improvement Grant in the amount of $15,000; and Parking Area Improvement Grant Program in the amount of $10,000; in relation to the building façade and parking lot improvements proposed for the subject property for 1222 Lesperance Road.
