September 10th Meeting

#Tecumseh Town Council begins at 5pm with a Public Meeting for a redevelopment proposal of the former Victoria School.  

Public comment will be received regarding the proposal to build residential condominium development on a parcel of land located at 12433 Dillon Drive.  The application for the proposed Official Plan amendment is requesting a redesignation of the parcel of land from "Community Facility" to "Residential" to accommodate the proposed development.

The associated proposed Zoning By-law amendment is requesting to change the zoning from "Community Facility Zone" and "Residential Zone 1 (R1)" to a site specific "Residential Zone 3 (R3-16)". The proposed R3-16 zone would permit the proposed residential uses and establish various site specific zone provisions.  In addition, the proposed rezoning would add a definition for the term "stacked townhouse dwelling unit" to the definitions section of Tecumseh Zoning By-law 1746.

The developer and several area residents will also be attending as delegations to the meeting.

Tom Kitsos, Director Financial Services & Chief Financial Officer, will speak as a delegation regarding the 2020 Pre Budget Council Consultation.  Administration is projecting a 3.14% increase to the municipal levy for 2020 based on status quo financial planning.
Town Council will consider receiving the following communications:
1. Norfolk County Letter dated August 13, 2019  Re: Request for Provincial Response to Address Leaking Gas Wells.  Norfolk County is soliciting provincial funding to help address leaking gas wells to offset costs incurred municipally.
2. Town of Bradford West Gwillimbury dated August 14, 2019 Re: The Never Forgotten National Memorial.  Bradford-West Gwillimbury advises of their support for the memorial to develop commemorative programming, exhibits and monuments at a site on Cape Breton Island as a place of remembrance and thanks for those brave individuals who lost their lives far from home;.
3. Public Notice dated August 22, 2019.  Re: Notice of Intention to Remove Holding "H" Zone Symbol.  This is notification for the Harbour Club development at the former Pud's Place Marina.  An "H" holding zone is applied to approved zoning changes until conditions are met to remove.
4. Township of McKellar dated July 16, 2019 Re: Municipal Amalgamation. McKellar is petitioning the Province to not pursue additional municipal amalgamations.
10. Town of Kingsville dated August 23, 2019 Re: Town of Kingsville support of Town of Halton Hills’ Resolution regarding Reducing Litter and Waste in our Communities.  Kingsville endorses a Halton Hills proposal to implement a deposit/return program for all single use plastic, aluminum and metal drink containers and further, that the Province review current producer requirements and look for extended producer responsibility for all packaging.
11. Mayor Gary McNamara dated August 26, 2019 Re: Letter to Honourable Christine Elliott, Minister of Health and Long Term Care regarding Mega Hospital.  Mayor McNamara reiterates support for the proposed regional hospital on behalf of Town Council.
12. Mayor Gary McNamara dated August 21, 2019.  Re: Letter of appreciation to Minister Caroline Mulroney, Minister of Transportation, regarding announcement of widening Provincial Highway No. 3.  Mayor McNamara thanks the Province for committing to the long-delayed investment in widening Highway 3.
13. Ministry of Municipal Affairs and Housing dated September 4, 2019 Re: Bill 108, More Homes, More Choice Act, 2019.  Minister Steve Clark provides an update regarding implementation of the Bill and various associated regulations including allowance for Additional Residential Units in single detached family homes.
14. Essex Region Conservation Authority dated September 5, 2019 Re: Upper Little River Watershed Master Drainage and Stormwater Management Plan.  ERCA has been revising the previously completed Plan for drainage in the area near the Little River and advises of its intent to file a notice of completion in the fall.
