This week, #Tecumseh Town Council begins at 5:30pm. We shall begin with a discussion surrounding the Ontario Provincial Police Billing Model. The presentation surrounding the model can be found here. Tecumseh's policing costs have been below the provincial average cost in recent years, being $348 per household in 2019. Sgt. Peter J. 1. Township of North Glengarry dated September 23, 2019 Re: Pupil Accommodation Review Guideline. North Glengarry requests that for Pupil Accommodation Reviews, that the economic impact of a school closure on a municipality be considered before a school is closed; that there be proven value to the student when considering a school closure, including greater access to amenities, services, and learning opportunities (i.e., after school work, coop programs etc.); that multiple options be allowed to be considered during the Pupil Accommodation Review Process; and that students being removed from their community be the absolute last resort, with all efforts being exhausted for school boards to share amenities and space before a child is transported out of their community.
2. Western Ontario Wardens' Caucus dated October 1, 2019 Re: Provincial Priorities and Current Initiatives. The Western Ontario Warden's Caucus provides its report supporting an improved inter-community bus system, sustainable funding to support asset management, eliminating the funding gap for the delivery of care, and the operational restrictiveness of the Long Term Care Homes Act for all public sector licensees together with a real solution to the unintended consequences of the Age-In-Place Strategy and flexibility to the staffing requirements outlined in Regulation 79/10, continue supporting and investing in the vision to empower communities to
access global opportunities through local, ultra-high speed connections, and support greater economic prosperity across Southwestern Ontario by investing in local and regional economic development strategies, providing infrastructure needed for business expansion and attraction, addressing labour market shortages, and
supporting land use planning policies that encourage responsible growth.
3. City of Hamilton dated September 30, 2019. Re: Consumer Packaging. Hamilton supports the Kitchener resolution to lobby the Federal Government, to review regulations related to consumer packaging on single-use wipes to remove the word flushable.
4. Douglas Ryan Drouillard, Past President of Tecumseh Area Historical Society dated September 30, 2019. Re: County of Meath, Ireland. Mr. Doug Drouillard recently visited Meath, Ireland and particularly, Oldcastle, and sends his regards for our continued twinning.
5. Ontario Good Roads Association dated October 3, 2019 Re: Nominations for Directors. The Ontario Good Roads Association reports that a vacancy exists for their Board of Directors representing the South West zone.

1. Corporate Services & Clerk
a. CS-2019-26 Dog Tag and Licensing Enforcement Program 2019. Administration reports that the Dog Tag and Licensing Enforcement Program continues to be successful, with compliance increasing from 1,050 tags in 2017 to 1,627 tags in 2019.
b. CS-2019-28 2019 Local Government Week. Administration recommends that the week of October 21 to 25, 2019, be proclaimed as Local Government Week (LGW)
in the Town of Tecumseh (Town), and that events and activities be planned for local elementary and secondary students to create awareness of local government and acknowledge its vital role and function in helping to shape the community, and further that LGW activities and events be posted on the Town’s website, and Social
Media pages (Facebook and Twitter), and furthermore that local elementary and secondary schools be invited to participate in the planned events.
c. CS-2019-29 Community Support Centre Services Agreement - Two Year Term Renewal Agreement 2020-2022. Administration recommends renewal of the agreement with the Community Support Centre of Essex County (CSC) to provide public transportation to persons with a disability and seniors in the Town. A By-law is recommended to execute the renewal of the agreement, and a $15,000 budget is recommended for 2020 and 2021 to provide Three Dollars ($3) per Tecumseh resident rider subsidy, up to a maximum annual contribution of Ten Thousand Dollars ($10,000).
2. Planning & Building Services
a. PBS-2019-35 Carmelita Court Development Agreement, Assumption of Services. With completion of all municipal requirements, Administration is recommending that a resolution assuming the services for the Arbour Grove (Carmelita Court) Residential Development Agreement be approved and passed, as of October 8, 2019
b. PBS-2019-36 Summary of Proposed Changes to Provincial Policy Statement. Administration has reviewed recent provincial legislation changes surrounding land use planning principles in Ontario and has provided a summary of the changes and recommendations to be forwarded to the Minister of Municipal Affairs and Housing.
3. Financial Services
FS-2019-12 Amendment to the 2019-2023 Fire Equipment Five (5) Year Capital Works Plan. Administration recommends that High Water Rescue Equipment, including
a Fire rescue boat and personal protective equipment, in the amount of $16,000, be funded from the Fire Equipment Lifecycle Reserve, and that an increase to the annual allocation to the Fire Equipment Lifecycle Reserve of $2,000 should be considered during the Town’s 2020 Budget process.
Two notices of motion are to be presented:
1. Councilor Jobin - Motion - Future Planning Study - Hamlet Development Lands. Councillor Jobin wishes to propose advancing with a Secondary Plan for the Oldcastle area, and
2. Deputy Mayor Joe Bachetti - Dedicated Veteran Parking Spaces. Deputy Mayor Bachetti wishes to propose designating certain parking spaces in the municipal parking lot adjacent to the Legion for veterans.
