October 12th Meeting

I'm returning to Town Council this week after my absence last meeting.  My wife Mary and I had our honeymoon and we were able to take in some of Canada's iconic National Parks!

This week, Tecumseh Town Council meets beginning at 6:30pm with a Public Meeting to receive feedback regarding the Drainage Report for the McLean-Hergott Drain.  The agenda can be found here.

Our delegations will include:
1. Wade Bondy, Director Fire Services & Fire Chief who will recognize Town of Tecumseh Fire Fighters Ryan MacEachern, Sean McNamara, Tyson Brohman, and Conner Tazzman for an act of courage.

2. Malinda Hebert and JoAnne Neilson Re: Tecumseh Pickleball Association

Town Council will further discuss an email received from Keri Baker, an optometrist in Tecumseh, who has advised Town Council of the withdrawal of OHIP Insured Services by local Optometrists in response to what is said to be a provincial reimbursement that is less than the cost of service delivery.

Reports include:
1. Corporate Services & Clerk
a. CS-2021-30 Cat Intake Program Renewal Agreement 2022.  Administration recommends that the Corporation of the Town of Tecumseh renew the Agreement with the Windsor Essex County Humane Society (WECHS) for the provision of cat intake services, at a cost to the Town of $25 for each cat, until December 31, 2022.

2. Financial Services
a. FS-2021-12 Budget Report - June 2021.  Adminstration presents the Budget Variance Report from June 2021, showing a tax-supported surplus of $97,321 and a rate-supported surplus of $139,090.  This occurred as a result of the provincial Safe Restart Grant Municipal Stream Phase 2 and COVID-19 Recovery Funding for Municipalities.

b. FS-2021-13 Ontario Infrastructure and Lands Corporation (OILC) Borrowing 2021.  Administration recommends borrowing for the financing of County Road 11 Sanitary Sewer constructions costs for 2021 and that By-laws No. 2021-78 and 2021-79 be adopted to authorize the Mayor and Director Financial Services to issue a 5-year amortizing debenture and 10-year amortizing debenture for $537,500 and $78,500 respectively, in the name of Ontario Infrastructure and Lands Corporation. 

3. Parks & Recreation Services
a. PRS-2021-11 Tecumseh Pickleball Association Agreement.  Administration recommends that in accordance with Policy No. 91, Outdoor Tennis and Pickleball Club Operations, that a five (5) year Lease Agreement be entered into between the Town of Tecumseh and the Tecumseh Pickleball Association.
b. PRS-2021-12 Lacasse Park Pickleball Complex Naming Rights.  Administration recommends that approval be given to naming the Lacasse Park Pickleball Courts as the “Zekelman Pickleball Complex” for a period of fifteen (15) years, as consideration for their contribution of $100,000; and that in accordance with the Town’s Corporate Grants, Sponsorships and Naming Rights Policy 72, the Naming Rights Agreement be finalized, and that the $100,000 contribution be transferred to the Parks Development Lifecycle Reserve, with the funds applied to the construction costs of the pickleball complex.
c. PRS-2021-15 Municipal Modernization Fund Intake 1 Project Reallocation Request.  Administration recommends that the previously allocated funds of $65,000 to the Town Hall Expansion Project towards installation of an electric vehicle charging station at the municipal campus be  reallocated to the Community LED Sign Project in the amount of $45,000 and the Clerk Services Review Project with an allocation of $20,000, and that Administration continue to work in partnership with Essex Power researching grant opportunities with the goal of installing electric vehicle charging stations throughout municipal properties.

4. Planning & Building Services
a. PBS-2021-46 2021 6-Month Permit Activity Report.  Administration provides an update on construction activity for the year.  Construction value was reported at $54,205,909, which is up by $46,255,814 or 581 percent over last year. This is due in part to the construction of two multi storey apartment buildings that have a combined value of $28,000,000 and an industrial/office building with a value of $5,600,000.  The general issuance of permits is down by 8, from 156 to 148 total permits issued.
