November 14th Meeting

This week, Town Council begins at 6pm.

Our first hour is a Public Meeting to discuss a proposed land subdivision of the property at 8th Concession and County Road 46 into 9 industrial lots.  The lots are currently holding a "Business Park" designation which are proposed to be rezoned to Industrial.  The area adjacent to the residential properties and DeAngelis Construction are proposed to be transferred to the town as a permanent woodlot and a storm water detention facility.  The full packet can be found here.

Communications include:

  1. Town of Essex Re: Notice of Public Meeting - Zoning By-law Amendment.  Five properties in the vicinity of County Road 8 and Highway 3 are the subject of a rezoning application from Agricultural to Highway Commercial.  There are also several housekeeping amendments clarifying definitions in the Official Plan being proposed.
  2. Ontario Good Roads Association Re: Call for Nominations.  OGRA advises of vacancies to their board and nominations for election.
  3. Municipality of Morris-Turnberry Re: Resolution concerning Tenanted Farm Tax Class properties being changed to Residential Tax Class.  Non-tillable acreage in agricultural areas is being proposed for residential property tax rates under recent interpretations even if it is comprised of woodlots, streams or other natural features.  Administration is not recommending support of this motion.

Communications in which Administration is supporting action include:

  1. Town of Lakeshore Re: Provincial Flood Insurance Program.  That the Town of Lakeshore resolution requesting the Province to create a Provincial Flood Insurance Program, to cover those individuals, families, and businesses, who are unable to secure flood insurance for their properties, be supported.

REPORTS
Corporate Services & Clerk
1. Deputy Clerk & Manager Legislative Services, Report No 35-17 Re: Dog Tag and Licensing Enforcement.  Administration is recommending the hiring of the Commissionaires to enforce dog tag compliance within municipal boundaries through a direct canvass.  The $10,158.50 one-time fee would be recovered through late fees and expected new licence revenues.
2. Director Corporate Services & Clerk, Report No 40-17 Re: Community Support Centre Services Agreement, Two Year
Term Renewal: 2018-2019.  Administration is recommending that the Town renew its agreement with the Community Support Centre of Essex County to deliver subsidized transportation to seniors and those with accessibility challenges.  The Town subsidizes trips by $3 up to a maximum of $10,000. 
3. Manager Committee & Community Services, Report No 41-17 Re: Seniors Community Grant Program, 2017 - 2018.  Administration is reporting that the Tecumseh Seniors Advisory Committee was Ontario Seniors’ Secretariat ‘Seniors Community Grant Program’ application was successful and $8,300 was allocated to allow seniors in our community to receive a one-time membership to Life After Fifty.

Planning & Building Services
1. Manager Planning Services, Report 31-2017 Re: Mr. William Leon, 7035 10th Concession Road, Extension of Temporary Use By-law – Garden Suite.  Administration is recommending the scheduling of a Public Meeting to discuss extending permission for the existing Garden Suite (temporary housing) at this address for an additional three years.  The public meeting would be held on December 12, 2017 at 6:30pm.  

Public Works & Environmental Services
1. Drainage Superintendent, Report No 49-17 Re: Request for Repair and Improvements to a Municipal Drain, Appointment of Drainage Engineer – Antaya Drain.  Administration is recommending that Dillon Consulting be hired as the Drainage Engineer to recommend measures to restore the drain to its intended working condition under the Drainage Act.  Costs are assessed back to benefiting property owners.
2. Director Public Works & Environmental Services, Report No 50-17  Re: Backwater Valve Inspector, Temporary Position. Administration is recommending the hiring of a temporary Backwater Valve inspector to assist in the backlog of work in processing these applications for subsidy.  The expected cost is $37,000 which will be funded from existing Wastewater rates.
3. Drainage Superintendent, Report No 52-17.  Re: Request for Repair and Improvements to a Municipal Drain - Appointment of Drainage Engineer - Gouin Drain.  Administration is recommending that Dillon Consulting be hired as the Drainage Engineer to recommend measures to restore the drain to its intended working condition under the Drainage Act.  Costs are assessed back to benefiting property owners.
4. Manager Roads & Fleet, Report No 53-17.  Re: Association of Municipalities of Ontario, Electric Truck Pilot Program.  Administration is recommending participating in and supporting the Association of Municipalities of Ontario Electric Truck Pilot Project alongside other interested municipal governments, including by partnering with AMO in the application for grant funding from the Municipal GHG Challenge Fund.  Costs would be for insurance and licencing as they would be for regular vehicles.

Appointment of Drainage Engineer – Desjardins Drain.  Administration is recommending that Dillon Consulting be hired as the Drainage Engineer to recommend measures to restore the drain to its intended working condition under the Drainage Act.  Costs are assessed back to benefiting property owners.
6. Drainage Superintendent, Report No 56-17 Re: Request for Repair and Improvements to a Municipal Drain,
Appointment of Drainage Engineer – Lachance Drain.  Administration is recommending that Dillon Consulting be hired as the Drainage Engineer to recommend measures to restore the drain to its intended working condition under the Drainage Act.  Costs are assessed back to benefiting property owners.
