A delegation for this week is Diane Mitchell, National Campaign Coordinator for the Canadian Union of Postal Workers. CUPW is seeking support on expanding postal services as well as postal banking.

Communications - For Information includes a letter from the Ontario Ministry of Transportation dated July 4, 2018 Re: Cancellation of the Ontario Municipal Commuter Cycling (OMCC) program.

Communications - Action Required includes a letter from the Association of Municipalities of Ontario (AMO) dated July 3, 2018 Re: MEPCO Update - OMERS Plan Review. Administration recommends that the resolution from the Association of Municipalities of Ontario (AMO) calling on all Plan Sponsors to support and participate constructively in the Comprehensive Plan Review of OMERS that will consider options for prospective and/or temporary changes, that together with the OMERS Funding Management Strategy, will enable future Plan benefits to be sustained, be supported.

1. CS-2018-12 2018 Committee Appointments YAC and SAC. Cameron Skinner, Tia-Lynne McCann and Tamsyn King are recommended to be appointed to the Youth Advisory Committee. Dorothy Nagy is recommended to be appointed to the Seniors Advisory Committee. All appointments will be for the remainder of 2018.

2. CS-2018-13 Essex Power Corporation - Appointment of Proxyholder for Shareholders’ 2018 Annual Meeting. It is recommended that Tom Burton be appointed as proxyholder for the forthcoming Essex Power Corporation Annual General Meeting in the event that Mayor McNamara is unable to attend on behalf of the Town.

Planning & Building Services
1. PBS-2018-22 D04 AFF, Canada-Ontario Affordable Housing Program, 2018 Rental Housing Component. It is recommended that the Town continue participating in the Canada-Ontario Affordable Housing Program which requires the Town to equalize tax rates for affordable housing units with single family residential units for 20 years.

Public Works & Environmental Services
1. PWES-2018-13 Appointment of Drainage Engineer. It is recommended that Dillon Consulting Limited (Dillon) be appointed Drainage Engineer to prepare a Drainage Report for improvement including provisions for future maintenance for each of the following Drains, as a result of forthcoming work to improve the intersection of County Road 43 (Banwell Road) and County Road 42:
a. St. Louis Drain
b. Eleventh Concession Drain
c. Banwell Road Drain
d. Klondyke and Branch Drain
e. Lesperance Road West Drain
f. Lesperance Road East Drain
g. Dame and East Branch and Extension Drain
