- Town of Kingsville, September 30, 2016 Re: Beach Water Sampling. Kingsville is requesting that more frequent sampling occur such that the impact of beach closures can be limited to shorter time periods and the possibility for reopening under good conditions could occur sooner.
- The Corporation of the Township of Madawaska Valley, October 3, 2016 Re: Resolution Regarding Parole System and Bill 21, Private Members Bill. Madawaska Valley is requesting support for Bill 21 which will request that parolees for violent crimes be subject to electronic monitoring during their time on parole.
- Ministry of Natural Resources and Forestry, October 6, 2016 Re: Introduction of Legislation to Amend the Aggregate Resources Act. The Province advises that the Aggregate Resources Act has been introduced at Queen’s Park and is intended to supply stronger oversight for the management of aggregate operations, increased and equalized fees and royalties, enhanced environmental accountability, and improved information on operations and enhanced public participation.
- Grey County, October 11, 2016 Re: Provincial Legislation and Hydro One's Strategy Regarding Hydro Costs. Grey County requests that the province revisit electrical distribution charges to reduce the disparity between rural and urban customers.

AMO requests that the Town of Tecumseh support the Association of Municipalities of Ontario in its work to close the fiscal gap; so that all municipalities can benefit from predictable and sustainable revenue, to finance the pressing infrastructure and municipal service needs faced by all municipal governments.

- Deputy Clerk, Report No. 38/16, August 31, 2016 Re: Renewal of Cat Intake Agreement with the Windsor Essex County Humane Society for 2017. Administration is recommending that
- The Town execute the Cat Intake Agreement with the Windsor/Essex County Humane Society for 2017 to permit stray cats to be dropped off at a cost of $10 to the resident and $20 to the Town of Tecumseh for each cat;
- Funding for the Cat Intake Program remain $2,500 in the 2017 Budget;
- Information respecting the renewal of the Cat Intake Program be communicated to residents in the local media, as well as on the Town’s website, the Tecumseh App and Social Media [Facebook and Twitter] following execution of the Agreement.
- Director Corporate Services & Clerk, Report No. 41/16, September 27, 2016 Re: Feed-In Tariff (FIT) Program, Municipal Template Resolution Request - DLS Biogas. It is recommended that the DLS Biogas Application under the IESO FIT 5.0 Program for a Biogas [on-farm] project at 4640 11th Concession be endorsed. It is a new Combined Heat & Power (CHP) system. An anaerobic digester facility already exists at this facility.
- Deputy Clerk, Report No. 45/16, September 1, 2016 Re: Renewal of Cat Spay & Neuter Voucher Program for 2017. It is recommended that the Cat Spay and Neuter Voucher Program continue in 2017, with 95 vouchers having a value of $50 each with 89 Vouchers for the spay or neuter of Feral Cats, to a maximum of five (5) vouchers per caregiver of feral cats and 6 Vouchers for the spay or neuter of Owned Cats, to a maximum of three (3) vouchers per household for low income families. The Vouchers will be made available early April 2017 and issued on a first come, first serve basis with a 120-day expiry period. The program will be advertised advising of the 2017 Program, along with a notice in the Shoreline Week and Essex Free Press, as well as on the Town’s website, Tecumseh App and Social Media (Facebook and Twitter).
- Director Corporate Services & Clerk, Report No. 46/16. October 17, 2016 Re: 2016 By-Election for the Office of Councillor Ward 2 Results. Administration supplies a report regarding the Ward 2 by-election. There was a turnout of 45.1% whereas the 2014 turnout was 57.85%. Bill Altenhof was the winner with 676 votes of 1360 total votes.
- Director Corporate Services & Clerk, Report No. 47/16, October 19, 2016 Re: Travel Policy Amendment. This report supplies background for Council’s request to have a daily per diem paid to Members for travel days.
- Director Financial Services & Treasurer, Report No. 18/16, October 15, 2016 Re: Budget Variance Report - August 31, 2016. Currently the Town is on track to have a surplus of $510,000 regarding its operating budget, a deficit of $19,000 for sanitary funding and $78,000 for water operations.
- Manager Parks & Horticulture, Report No. 28/16, October 12, 2016 Re: Design, Supply, & Install Outdoor Exercise Equipment at Lakewood Park RFP Award. Administration is recommending that Playpower LT Canada be engaged to design, supply, and install exercise equipment at Lakewood Park in the amount of $85,415.00 and that an agreement be approved.
- Manager Planning, Report No. 31/16 Re: Zoning By-law Amendment, Summary of Public Consultation and Planning Analysis, V.A.C. Management Inc, 1415 Lesperance Road. Administration reports that it has met with the applicant and has secured a number of architectural features that will be complementary to the neighbourhood. They recommend approval and rezoning with site plan approval.
- Director Planning & Building Services, Report No. 32/16, October 20, 2016 101 - 110 Re: CWATS Plan, Town of Tecumseh 2017 Project, Trail on Riverside Drive from Tecumseh/Windsor Municipal Boundary to Manning Road. Administration recommends that
- Council consider construction of a 2.4 metre wide trail having a length of approximately 2.4 kilometres along Riverside Drive from the Town of Tecumseh/City of Windsor municipal boundary to Manning Road, at a total estimated cost of $775,000, to be endorsed as a 2017 Tecumseh CWATS Project, more specifically identified as segment Tec-7 in the CWATS Plan; and
- The Town formally request a facility enhancement from “paved-shoulders” to an “off-road trail” for segment Tec-7 of the CWATS Plan and that the project be submitted to the CWATS Committee as a 2017 project that will include the following tasks:
- Final evaluation of preferred trail location on north or south side of Riverside Drive
- Preparation of a detailed trail design (including driveway refurbishing, drainage works, landscaping treatments)
- A public consultation process by way of an Open House
- Consideration for funding for the Riverside Drive trail as part of the 2017 Public Works and Environmental Services Capital Works Plan
- Construction of the Riverside Drive trail, subject to funding to be considered as part of the 2017 Public Works and Environmental Services Capital Works Plan and evaluated among other capital programs
- Manager Planning, Report No. 33/16, October 20, 2016 111 - 121 Re: Zoning By-law Amendment, JSNC Holdings Inc., 1855 Manning Road/ County Road 19. Administration is recommending the scheduling of a public meeting for Tuesday, November 22, 2016 at 5:30 p.m. There is an application to rezone a 1.5 hectare (3.8 acre) property located on the west side of Manning Road / County Road 19 (1855 Manning Road), approximately 190 metres south of its intersection with Jamsyl Drive, from “Industrial Zone (M1)” to a site-specific “Industrial Zone (M1)”, in order to permit the establishment of a “commercial recreation establishment”.

4. Director Corporate Services & Clerk Re IESO Feed-In Tariff Program Version 5 Municipal Template Resolution Request - Solar Power Network. Solar Power Network is requesting endorsement of a Solar Panel project located at 2179 Fasan Drive.
5. Director Fire Services & Fire Chief Re: Fleet Enhancement (1990 Spartan Rescue #1). Permission to begin research for the replacement of the Spartan Rescue #1 vehicle is being sought. Funding for the eventual purchase is already accounted for in life cycle budgeting.
6. Director Parks & Recreation Services Re: Strategic Master Plan for Parks & Recreation Services 5 Year Update - Consultant Appointment. Administration recommends that Bezaire & Associates be contracted to update the Parks, Recreation & Trails Master Plan in the amount of $71,600 plus HST and to build an additional contingency fund of $20,000.
7. Manager Recreation Programs & Events Re: 2018 Senior Men's National Baseball Championships. Council is being asked to consider what to do with the Tecumseh Corn Festival in the event that the 2018 Senior Men's National Baseball Championships are awarded to Tecumseh.
- Option A: Status Quo – The 2018 Tecumseh Corn Festival remain scheduled at Lacasse Park the weekend prior to Labour Day (August 23 - 26, 2018).
- Option B: Change Date – The 2018 Tecumseh Corn Festival be moved to one week earlier (August 16-19, 2018) to accommodate the 2018 Canadian National Championships.
- Option C: Change Location – The 2018 Tecumseh Corn Festival be relocated to Lakewood Park to allow Lacasse Park to be available to host the 2018 Canadian National Championships.

This week Council begins at 5pm with a special Policies and Priorities Committee meeting. The packet can be found here.
We will begin with delegations. Chris Hales, Chair, and Fred Stibbard, Member, Tecumseh Police Services Board member wish to speak regarding the Police Services Board Term of Appointment. In 2014 Council appointed Mr. Stibbard to serve on the Police Services Board from 2015-2016 and Mr. Guy Dorion to serve from 2017-2018. The Board has requested that Mr. Stibbard's appointment be extended to 2018 with the consequence that Mr. Dorion would have his pending appointment rescinded. On August 9th Council previously received this request and made the decision at that time that it would not change the appointments.
Agenda items are as follows:
1. Committee and Board Term of Appointments. This report speaks to the various vacancies for committees and boards including the aforementioned pending change to the Police Services Board. Applications are now available for the following:

2. Examination of Urban Chicken Control & Rodent Complaints. Administration is reporting that in response to growing concerns revisions to the Animal Control By-law are under way. It also advises that Tecumseh's by-laws are silent on the matter of urban chickens whereas they are banned in many other area municipalities. Options also include contracting for a rodent exterminator. Introduction of a hard-sided garbage container requirement is recommended later in the agenda as part of Council's regular business.
3. Travel Policy Amendment: Administration proposes to recommend amendments to the Travel Policy intended to clarify when meal allowances and per diems are paid, and to grant payment of allowable expenses [ie: travel, accommodation, meal and per diems] following attendance at a job-related workshop/seminar and conference. Right now expenses for municipal officials and employees are paid beforehand but under policy changes reimbursement would follow until after travel is completed to avoid reconciliations. A flat rate for meals is supplied to staff to avoid the processing costs involved with receipting. No reimbursement is currently offered nor proposed for incidentals incurred during travel to seminars and conferences.
4. Municipal Drain Policy: It is proposed to allow property owners requiring to contribute to drainage work to finance the work through the town at an interest rate of 1% over and above the administrative time spent on administering and managing these drainage loans.
5. Corporate Credit Card Issuance & Use Policy #16. It is proposed to allow Managers to be issued Credit Cards, to generally restrict any alcohol purchases (with some exceptions), to raise the credit limit for the Mayor and CAO, and direct reconciliation from user's regular pay when personal purchases are made.
6. Summary of Draft New Sign By-law. The By-law is proposed to be changed to address inadequacies noted with the current by-law including the proliferation of temporary signs. Input is proposed to be sought from Council and from the Public with respect to any changes.

- Gerry Orum and Beth Noakes from Dragon Boats For a Cure who are requesting that the event be consolidated to the north side of Lakewood Park. Presently the Town does not allow any events to occur on the north side of Lakewood Park.
- John Matheson and Mike Varey, StrategyCorp will speak to the Ward Boundary and Council Structure Review. No advance report is available unfortunately
- Tracy Pringle, Account Manager, MPAC, Municipal & Stakeholder Relations will speak to the 2016 MPAC assessments. Some statistics are that the assessment increase is on average 4.1% for 2017 and similar annual increases in subsequent years, and that the average home value is $265,000. Typical residences were a 4.2% increase ($265,000), condominiums 2,8% ($183,000) and waterfront properties 7.0% ($623,000).
- Kristi Koutros & Hannah Ruuth, Youth Advisory Committee; and Douglas Drouillard and Nancy Tenant, Senior Advisory Committee will speak to their 2016 Activity Report and 2017 Outlook. An advance report is not available.
Association of Municipalities of Ontario, September 14, 2016: Formula Allocation for New Federal and Provincial Clean Water Funding. The funding model will be 50% Federal, 25% Provincial and 25% Municipal investment. (For receipt)
Town of Amherstburg, September 14, 2016, Re: Municipal Nuclear Emergency Response Plan (MNERP). Amherstburg is soliciting endorsement of their Nuclear Emergency Response Plan and for additional funding to allow compliance from the Province.
Recycling Council of Ontario, September 14, 2016. Seeking proclamation of October 17 to 23, 2016, as ‘Waste Reduction Week’ in the Town of Tecumseh
Regular business is as follows:
1. Corporate Services & Clerk: Re: Ontario 150 Partnership Program Grant Application. Council is being asked to support an Ontario 150 Partnership Program grant application for funding under the Priority Area of "Supporting Youth Entrepreneurship" with a total project cost of $20,000, including non-refundable HST; and that the Town’s 25% share of the Program cost in the amount of $5,000 be funded from the 2017 Youth Advisory Committee Forecast Budget.
2. Financial Services Re: Ontario Infrastructure and Lands Corporation (OILC) Borrowing 2016. Council is being asked to borrow from Infrastructure Ontario a 1.59 % (estimated) 5 year amortizing debentures in the Principal amount of $284,000 for the financing of Burke/Outer/Morro Sanitary Sewer construction costs for 2016 which will allow the owners who will be using the sewers to pay their share of costs over a 5 year period.
3. Parks & Recreation Services Re: Dragon Boat Festival Request - Lakewood Park. This report responds to the Dragon Boats request and Administration is recommending continuing with the current practice of not allowing festivals on the north side of Lakewood Park.
4. Planning & Building Services Re: 2016 2nd Quarter Permit Report. The construction value of permits over the quarter was $54,310,519, which is almost $19 million over the same period last year. 219 permits were issued, with the increases typically for new builds and home renovations. Permits for multi-residential units are also significantly higher.
5. Planning & Building Services Re: Tecumseh Transit Service (TTS) January to June 2016 Status Report and Public Infrastructure Fund (PTIF) Overview. Monthly ridership averages for the first six months of 2016 ranged from 85-99 riders per day, with a peak of 99 passengers per day in the month of February which is slightly less than last year. The Tecumseh Mall stop handled 49% of all trips with next highest use stops being Tecumseh Road and Southfield, Zehrs, and at the Town Parking Lot on Tecumseh Road. Most users are between 8am-9am and 3pm-4pm. Revenue from first 6 months was $13,819
6. Public Works & Environmental Services Re: Interim Paved Walkway Installation along County Road 42 - Preliminary Cost Estimate. Cost for installation of a temporary pathway on County Road 42 in the vicinity of Tecumseh Vista School easterly until work is completed by the County would $400,000. The County's project is expected to begin this year. Therefore Administration is recommending not making the expenditure given that this work will be undertaken by the County shortly.
7. Public Works & Environmental Services Re: Request for Approval by Resolution for Drainage Apportionment Agreement. Administration is requesting approval of various drain apportionment (of costs) agreements be approved by Council. These are negotiated agreements with benefitting residents to complete drainage works.
8. Public Works & Environmental Services Re: Amendment to Refuse Control By-law 2003-40. Council is being requested to endorse mandatory hard sided garbage containers to help alleviate rodent issues.

The first is a Public Council Meeting dealing with the proposed rezoning of an area (21.6 ha) located at the north-east corner of 8th Concession and North Talbot Road. In the Official Plan it is planned to be residential development. The owner is proposing to change this to Business Park to facilitate an industrial development. 1. Chief Administrative Officer, July 20, 2016, Report No. 06/16 Re: 2015-16 Strategic Priorities Progress Report. The CAO provides to Council a detailed update with respect to the strategic priorities identified by Council at the beginning of our term, indicating where various programs are at and what has been completed so far.
2. Director Corporate Services & Clerk, July 21, 2016, Report No. 22/16, Re: Call for 2016 Award Nominations. It is recommended that a Notice of Call for Nominations for the 2016 Dr. Henri Breault Community Excellence Award and Donald “Donny” Massender Memorial Volunteer Award, as well as the 2017 Senior of the Year Award (Awards), be placed on the Town’s website and Social Media, with consideration at the November 22nd meeting of Council.
2. Director Corporate Services & Clerk, July 21, 2016, Report No. 23/16 Re: Advisory and Statutory Committee Call for 2016 Applications
. The following recommendations are propoesd:
- The resignation of Duncan Hind from the Committee of Adjustment be filled by way of a call for new members during the month of September.
- That a further call for new members for the Seniors Advisory Committee and Youth Advisory Committee be received during the month of September.
- That a current Council position on the Business Improvement Association be converted to a Business position and that this be advertised in September.
- Direction on a request by the Tecumseh Police Services Board to retain the current community member for an additional two years rather than appoint the person previously selected by Council in 2017.
- That a new Member Attendance policy be instituted wherein lack of attendance for 3 consecutive meetings would be deemed a resignation.
Nominations would be open to October 31st, 2016, and new members selected on November 22, 2016.
3. Director Corporate Services & Clerk, August 2, 2016, Report No. 24/16 Re: 2016 By-Election Councillor Ward 2 Update. The Clerk advises that Nomination Day has been established as Tuesday, August 30, 2016. Nominations may now be filed in person at any time during which the Clerk’s office is open, Monday to Friday, between 8:30 am and 4:30 pm, and on Nomination Day between 9:00 am and 2:00 pm. Election Day will be Friday, October 14, 2016 with polls closign at 8pm. The voting services will be supplied by Intellivote Systems.
4. Deputy Treasurer & Tax Collector, August 2, 2016, Report No. Re: Q2 2016 Budget Variance Report. Town Operations are currently on track for a small deficit of $9000 but a capital surplus of $10,000. Generally costs are in line with where they were expected to be.
5. Deputy Treasurer & Tax Collector, July 28, 2016 Report No. 14/16 Re: Taxes Receivable - June 2016
Tax arrears are in decline within the Town with $1,623,923 outstanding. Most of these are owing from residential properties. The ratio of arrears owing to amounts received is now lower than the Essex County and provincewide averages.
6. Manager Planning, August 2, 2016, Report No. 24/16 Re: Zoning By-Law Amendment, V.A.C. Management, 1415 Lesperance Road. Administration is recommending the hosting of a Public Meeting regarding the proposed rezoning of 1415 Lesperance Road on Tuesday, September 13th to permit the construction of a general/professional office building. Currently it is residential that doesn't normally allow this zoning notwithstanding that the site was formerly several businesses. It is intended to reconstruct a similar building as the previous one present had deteriorated to a point where reuse was not feasible.
7. Manager Planning, August 2, 2016, Report No. 25/16 Re: Town of Tecumseh New Official Plan, Sustainability Discussion Paper. This will be the final Official Plan Discussion Paper, providing an overview of sustainability and sustainable development.
- Describes the current legislative authority and policy framework in effect for sustainability;
- Provides examples of various forms/methods of sustainable development;
- Identifies how sustainability is addressed within the other Discussion Papers that will form the basis of the new Official Plan;
- Fosters public participation through the release of this discussion paper.
The document also speaks to recent reports and individual efforts to achieve sustainability within the past few years.
8. Manager Engineering Services, July 19, 2016, Report No. 41/16 Re: North Talbot Road Sanitary Sewer Outlet Amendment to the Main and Lateral Charges By-law (2011-103). Administration has determined that additional sanitary sewer servicing could be provided via the 8th Concession Road Sanitary Outlet Sewer than what was originally believed to be the case. Therefore it is recommended that a Public Information Centre to detail the charges to the additional property owners affected by the revisions in the North Talbot Road Sanitary Sewer service area be held and that an amending By-law be brought forward.
9. Director Public Works & Environmental Services, July 28, 2016, Report No. 44/16 Re: Tecumseh Gateway Signage on Highway 401. Administration is recommending that the Official Mark (i.e. the image of Chief Tecumseh on the maple leaf) of the Town be used for the future Highway 401 Gateway Signage rather than the Wordmark (found on the Water Tower).

Council is beginning at 5pm this week.
The meetings begin with a Public Information Centre for the rezoning of a 19.9ha (49.1 acre) parcel of land on the north side of South Talbot Road and the 10th Concession. The request is for prohibit the construction of a new residential dwelling on the property (7258 South Talbot) as there is an existing home that is being severed off. At 5:15pm we will host another Public Information Centre for the rezoning of a 1,000 square metre (10,764 square foot) property, the former St. Mark's Church Rectory, to allow for an addition to Lakeview Montessori School which will house an auditorium and gymnasium. Current zoning is Single Family Residential and the request is to zone as Commercial but with a site-specific designation not allowing any other type of use should it cease to be a school. - Westray Law Resolution, June 10, 2016. The United Steelworkers are asking for Council to endorse a resolution stating support for a campaign to urge the Attorney General and Labour Minister for Ontario to ensure that:
- Crown attorneys are educated, trained and directed to apply legislative amendments enacted following the Westray Mine disaster;
- Dedicated prosecutors are given the responsibility for health and safety fatalities;
- Police are educated, trained and directed to apply the Westray amendments;
- There is greater coordination among regulators, police and Crowns so that health and safety regulators are trained to reach out to police when there is a possibility that Westray amendment charges are warranted.

Earlier this year funding was secured to complete the trail link between the Rt Hon Herb Gray Parkway and the existing Chrysler Canada Greenway. 2016-05-18 Lyme Disease Resolution. Essex County, the Town of Amherstburg, the Township of Augusta and the Township of
GIllies have supported a resolution by Niagara Region that calls for increased provincial funding for research aimed to
enhance the testing for Lyme disease, and that increased federal funding be supplied for both enhanced testing and
determining better treatment for long term outcomes of Lyme disease.
G. Essex Region Conservation Foundation, Re: Essex Region Conservation Foundation's 28th Annual Golf Tournament.
Administration is recommending that Council's ERCA representatives be funded to participate in this event up to a cost of
$175 per person.
H. Township of South-West Oxford, June 2, 2016, Re: the continued combination of the ROMA/OGRA Conference. The Rural
Ontario Municipalities Conference and the Ontario Good Roads Conference have historically been held together. A decision
has been made to sever this co-location. South-West Oxford has passed a resolution opposing this separation as it means
that it will be more expensive for local Councils to bring back the same information to their communities - two conference
attendances will be required rather than one.

finisher in the election, however, isn't eligible - or hold a By-Election. The most recent example of a By-election was in
2013 in the City of Windsor for Ward 7. Costs are $1,500 and $15,000, respectively. The process for either finalizing an

Town of Tecumseh Council and Administration are deeply saddened to advise of the sudden passing of Ward 2 Councillor Michael Rohrer early this morning. Michael was an outstanding member of the St. Clair Beach community in Tecumseh. He was first elected to Town Council in 2014 and proudly represented his constituents with enthusiasm. His presence at the Council table will be missed. Michael was a successful businessman, and served on numerous boards including the Tecumseh BIA, Tecumseh Committee of Adjustment, the Assessment Review Board of Ontario and the CPP/OAS Review Tribunal. On behalf of Council, Administration and the residents of Tecumseh, we offer Michael’s wife Dee-Dee, children Hannah, Michael and Grace and family our deepest and most sincere condolences.
Council this week begins at 4:30pm with a pair of Special Meetings.
At 4:30pm we will receive Linda Lord of InspireHub who will present the new Town of Tecumseh app which will soon be available for residents to access.
At 5:30pm we will receive Flavio Forest and Shaun Doyle of Dillon Consulting who will present the new Tecumseh Transportation Master Plan. The full packet can be found here.
The Town is proposing to adopt a "Complete Streets" approach to planning, design, operation and maintenance of roads to ensure a more balanced philosophy and to meet the needs of all travellers. This generally means that future road designs and the way we organize road networks will consider pedestrians and cyclists as well as users of all ages.
- Local streets would generally look the same with an 8.5m pavement. Sidewalks would be wider, however, at 1.5m.
- Collectors would not typically have parking, with 3.5m lanes and 2.0m cycle lanes. Sidewalks would be wider and 1.5m. Collectors include McNorton, Little River, St. Thomas, Lacasse and Lesperance within our boundaries.
- Arterials (Tecumseh, Manning, Riverside) will feature 3.0m multi-use paths on each side and 2.0m bicycle lanes.
The report also calls for roundabouts and traffic calming measures.
Lesperance Road is proposed to have bicycle lanes north of McNorton together with a multi-use pathway in the boulevard. The plan also anticipates the future separation of Lesperance Road from County Road 22 and the use of Westlake Drive to connect the two roads.
For bicycle lanes and active transportation, these are projected for Riverside, Lesperance, Lacasse, Little River, St. Thomas and McNorton. I note however that while the City of Windsor proposes to provide cycling facilities on Dillon Drive, Tecumseh would not, and vice versa for Little River Boulevard. I hope to ask why connectivity is not being proposed at the meeting.

E. Town of Tilsonburg, May 10, 2016 Re: Bill 180 - Workers Day of Mourning Act. Administration is recommending that we support Bill 180 to designate April 28th as a day of mourning to remember workers who have been killed, injured or suffered disease as a result of work-related incidents, and to honour their families.
A. Chief Administrative Officer, May 2, 2016, Report No. 05/16, Re: Ward Boundary Review. Council is being asked to approve the Terms of Reference for a Ward Boundary Review as well as to hire StrategyCorp for a fee of $30,000 to complete the study and supply options. The status quo will be considered, as well as reconfiguration of existing ward boundaries, decreasing or increasing the number of wards, and dissolution of wards for an at-large system.
B. Director Corporate Services & Clerk, May 11, 2016, Report No. 07/16, Re: Award Nominations – 2015 Dr. Henri Breault Community Excellence and 2016 Senior of the Year Award. Mr. Paul Morand is being recommended to be awarded as Senior of the Year. No nominations were received for the Dr Henri Breault Community Excellence Award and it will not be awarded this year.

Bell is seeking a 5 year renewal for its lease of Town property located south of Riverside Drive at Lesperance Road adjacent to the Town's Parking Lot. The lease payments will begin at $6,150 and increase annually thereafter.
D. Director Corporate Services & Clerk, May 10, 2016, Report No. 12/16, Re: 2015-2018 Youth Advisory Committee and Senior Advisory Committee Appointments. This report recommends that we form the Youth and Senior Advisory Committees as follows and continue advertising for vacant positions:
- Youth: The Youth Advisory Committee will be comprised of youth between the ages of 13-23. Meetings will be held in the Council Chambers, of the Tecumseh Town Hall, on the second Thursday of each month from 6:30 p.m. until 8:30 p.m., or as otherwise may be determined by the members once they have been appointed. Zachary Way, Kristi Koutros, Paytin Gardner and Rachel Haddad are recommended to be appointed.
- Seniors: The purpose of Seniors Advisory Committee is to provide advice to Council and Administration on issues that affect seniors in the community. The SAC will be comprised of members over the age of 65. Meetings will be held at the Tecumseh Town Hall, on a date and time to be determined by the members appointed to the SAC. Douglas Drouillard, Paul A. Morand, Nancy Tennant and Dara Pfeifer O’Connor are recommended to be appointed.

Napier Simpson Jr. Award to Tecumseh Heritage Committee in recognition for their work in designating the Historic Banwell Road Black Community Settlement Cemetery. The Tecumseh Heritage Committee is being recognized for its efforts in designating the Historic Banwell Road Black Community Settlement Cemetery” at a ceremony to be held at Queen's Park. It is being recommended that up to three representatives of the Town of Tecumseh be authorized to attend the Ontario Historical Society’s Annual General Meeting & Honours and Awards Ceremony on Saturday, June 11, 2016, at the Legislative Assembly of Ontario, to receive the B. Napier Simpson Jr Award.
F. Director Financial Services & Treasurer, May 11, 2016, Report No. 09/16, Re: Windsor/Essex Provincial Offences Act (POA) Program 2015 Annual Report. This report speaks to the revenues being brought into the Town from traffic tickets and other provincial offenses. Revenues for 2015 were $138,001 which was a slight improvement from 2014. In 2016 revenues are expected to decrease once again to $126,000 due to the proposed Ministry of the Attorney General’s (MAG) proposed 50% increase in the adjudication (justices of the peace) cost recovery rate from $200 to $300.
G. Deputy Treasurer & Tax Collector, May 11, 2016, Report No. 10/16, Re: Budget Variance Report - March 31, 2016 10-16 FS Budget Variance Report as at March 31 2016. To date the Town is on track for a $157,000 surplus for the year based on 1st Quarter results.
H. Manager Parks & Horticulture, May 11, 2016, Report No. 15/16, Re: Tender Award for the Request for Quotations, Supply of Equipment for Parks Department. The Parks Department is requesting approval for the puchase from Delta Power Ltd in the amount of $66,850.00 plus HST for the supply of 2 (two) Kubota zero-turn mowers and 2 (two) Kubota RTV utility vehicles, and from G. C. Duke Equipment Ltd in the amount of $63,500 plus HST for the supply of 1 (one) Jacobsen mower. An additional Kubota utility vehicle is also requested be purchased from Delta Power Ltd at a cost of $14,100 plus HST, and the required additional funding of $5,400 above the previous Council-approved allocation of $104,000 be funded through the Fleet Lifecycle Reserve.
I. Director Parks & Recreation, May 16, 2016, Report No. 16/16, Re: MultiUse Sportsplex Feasibility Study & Business Plan 16-16. Council is being asked to approve in principle the Multi-Use Sportsplex Feasibility Study & Business Plan. Administration would then prepare a detailed report to be presented to Council, outlining recommended next steps for future direction and development of the Multi-Use Sportsplex project. An additional $50,000 is requested to be approved to utilize outside sources to assist with developing the plan further. In all circumstances Hebert Field will have to be relocated as a result of the new facility. Most of the projected users would be a seasonal extension of existing league sports. While financial commitments to build are not being sought tonight the expected cost to build would be $14.1 million to $22.0 million of which the Town would fund $12 to $18 million. An expansion onto existing Hebert Field will allow for a larger facility able to accommodate more sports. The plan envisions the following amenities:
- Multi-use indoor sports field
- Allowance for batting cages and pitching lanes
- Facility change rooms & public washrooms
- Indoor walking track
- Community Programming space
- Partner classroom space
- Fitness area
- Municipal and facility storage area
- Food service and public sitting area
- Outdoor access for public washrooms for skate park and park area users
J. Manager Engineering Services, April 28, 2016, Report No. 23/16, Re: Temporary Repairs of St Thomas Street & Little River Boulevard Bridges (No. 1028 & 1029) over the East Townline Drain, Quotation Award. Council is being asked to authorize Temporary Repairs to St Thomas Street & Little River Boulevard Bridges (No. 1028 & 1029) in the amount of $57,500 excluding HST awarded to Jeff Shepley Excavating Limited.
K. Director Public Works & Environmental Services, May 6, 2016, Report No. 25/16, Re: Gateway Signage in the Town of Tecumseh. Administration is recommending that major gateway signs be designed, fabricated and installed at the east and west entrances to the Town on Highway 401 right-of-way. A Request for Proposals would be initiated for the fabrication and installation of the major gateway signs. There would be a $163,000 cost for the major gateway signs. It is also recommended that the 2017 and onward budgets include a $650 allowance for maintenance and a $5,500 allowance for sign replacement. Dillon Consulting is being proposed as a sole-source engineering consultant for this work.

Administration is recommending that County Road 42 & Intersection Road Watermain Replacements contract be awarded in the amount of $639,400 excluding HST to Major Construction (2010) Ltd.

Manager Engineering Services, May 12, 2016, Report No. 28/16, Re: Amendment to PWES Report No.63/15: 2016-2020 Public Works & Environmental Services Capital Works Plan 8th Concession Road Trunk Sanitary Sewer & Watermain. Administration is recommending that municipal services planned for 2019 be fast-tracked in order to respond to an economic development opportunity and therefore requests an additional $305,000 for engineering design to complete the 8th Concession Road Trunk Sanitary Sewer & Watermain design with possible construction phasing of the 8th Concession Road Trunk Sanitary Sewer & Watermain added into the annual PWES Capital Works Plan.

It is recommended that the roof replacement and wall restoration for the East St. Louis Pump Station be awarded to Horizon Roofing Ltd. at a cost of $77,400 plus non-rebateable HST.
