This week at Council:

6pm:  Council will be considering the Drainage Report, prepared by Shane R. McVitty, P. Eng., of N.J. Peralta Engineering Ltd., dated June 18, 2015, for the repair and improvement of the South Malden Road Drain [Lower Portion] and Graham Drain Improvements.

This week we'll be considering the following items:

DELEGATIONS

Christopher Hales, Chair, Tecumseh Police Services Board will speak regarding the Ontario Association of Police Services Boards (OAPSB), 2015 Spring Conference and Annual General Meeting.

Jon Fournier, Rob Maitland and Bonnie Hiltz, GDF SUEZ Canada Inc. will speak regarding the Re: Blue Sky Wind Project.  A portion of the transmission corridor connecting the project to the grid will pass within the Town of Tecumseh.

Communication:  

A. Council will consider participating in the LAS Municipal Energy Finance Workshop - September 18, 2015, at a
cost of $400.00 per person, plus HST in accordance with the Town’s Professional Development Policy and subject to funding in the 2015 Budget.

COMMITTEE MINUTES
A. Heritage Committee - July 13, 2015 - The committee is preparing for the Banwell Road Black Cemetery dedication ceremony on September 25, 2015.

B. Cultural and Arts Advisory Committee - July 13, 2015.  The committee will be launching a pilot Coffee House at Ecole secondaire l'Essor in October 2015.

C.Court of Revision - July 14, 2015.  The court approved advancing assessment for improvements to the Branch of the South Talbot and Holden Outlet Drain to Council for tonight's meeting.

D. Court of Revision - July 14, 2015, Moynahan Drain.  The court approved advancing assessment for improvements to the Branch of the South Talbot and Holden Outlet Drain to Council for tonight's meeting.

REPORTS
A. Deputy Treasurer/Tax Collector, July 15, 2015, Report No. 10/15 Re: 2016 Business Plan and Budget Timetable

Council is being encouraged to begin the Budget process early through the following timetable:

  • Council consultation September 8, 2015
  • Public engagement September 8, 2015 to September 25, 2015
  • Table proposed Business Plan & Budget November 10, 2015
  • Council deliberations TBD week of November 23, 2015
  • Council deliberations TBD week of November 30, 2015
  • Council consideration & adoption December 8, 2015

B. Deputy Treasurer/Tax Collector, July 15, 2015, Report No. 11/15: Taxes Receivable.  The Deputy Treasurer advises that tax arrears have been dramatically reduced over the past year.

C. Manager Planning Services/Senior Planner, July 22, 2015, Report No. 21/15 Re: Tecumseh Transit Service (TTS), January to June 2015, Status Report and Results of Ridership Survey.  Council is advised that ridership is consistent between 2014 and 2015, and establishing a permanent stop at Sobeys is recommended.  Administration also advises that discussions are under way with Transit Windsor for a pilot project between Tecumseh and Windsor.

D. Development Co-ordinator, July 20, 2015, Report No. 20/15 Re: Sumatara Investments Limited, Estates of Lakewood Park,
Agreement to Amend the Development Agreement.  Council is being asked to agree to change the required 5' tall wrought iron fence type dividing this development from Lakewood Park to a black, five-foot high residential grade, decorative aluminum fence approved by the Town.

E. Manager Water and Wastewater, July 10, 2015, Report No. 44/15 Re: Source Water Protection Transfer Agreement.  Council is being offered acceptance of two grants of $30,000 and $15,000, respectively, for Risk Management Plan development by the Essex Region Conservation Area and general administration, from the Province of Ontario to help offset the cost of its required Drinking Water Source Protection measures to 2018.

F. Drainage Superintendent, July 7, 2015, Report No. 41/15 Re: Request for Repair and Improvements to a Municipal Drain,
Appointment of Drainage Engineer - Oldcastle Road and Branch Drain.  Council is being asked to appoint a Drainage Engineer under the Drainage Act for Oldcastle Road and Branch Drain as requests have been received for cleaning.

G. Drainage Superintendent, July 15, 2015, Report No. 43/15 Re: West Townline and Mooney Creek, Request for Repair and
Improvements to a Municipal Drain, Appointment of Drainage Engineer.  Council is being asked to appoint a Drainage Engineer under the Drainage Act for West Townline and Mooney Creek as requests have been received for cleaning.

H. Manager, Recreation Programs/Events, July 8, 2015, Report No. 21/15 Re: Terry Fox Run 2015.  Council is being asked to waive Green Acres Optimist Park Pavilion and Community Centre fees for the Tecumseh Terry Fox Run on Sunday, September 20, 2015.
